CARACAS, Tuesday August 29, 2006 | Update
Metropolitan councilor for municipalities Chacao, Baruta
and El Hatillo Carlos Ciordia is certain that the coverage
of areas in Valle Arriba and Caracas Country Club golf courses
"is not appropriate for housing, as layout and planning do
not allow for it."
"There are regulations on layout and planning, that is, ordinances
on coverage of areas that allow for development of certain
estates in certain plots of land. The Metropolitan Mayoralty
cannot act just like that," he told news TV channel Globovisión.
As stated in the Official Gazette, Caracas Metropolitan District,
last Thursday, August 24th, compulsory purchase of the lands
located in central Miranda state and the Capital District
was resolved.
Just demagogy
Ciordia thinks that the move is "electoral demagogy." The
official explained that specific steps must be followed for
the purposes of taking the property. "In accordance with the
law, owners should appoint an assessor and they set the estate
value."
"Failure to reach an agreement by the parties concerned should
result in a trial for expropriation, where the property value
is to be set."
10:07 AM. DIPLOMACY. Admired by the Colombian guerrilla after his coup attempt in 1992, the then lieutenant colonel Hugo Chávez Frías received financial support by the Colombian Revolutionary Armed Forces (FARC) for his projects after his capture that year. This mostly explains the relationship and "debt" between the parties, as revealed by a paper of the International Institute for Strategic Studies (IISS) of the United Kingdom.
