Belarus will probably resort to Venezuela and Azerbaijan to import petroleum next year if it is unable to get 4-5 million additional tons from Russia, its main supplier, Russian President Alexander Lukashenko said.
Belarus is seeking 23 million tons of oil from Russia next year for its refineries, yet Russia has offered to sell no more than 18 million tons, fewer than the total number traded this year (21.5 million).
"If we do not reach an agreement, it will be ok. There is plenty of oil in the world. A few years ago, Russia refused to supply oil to Belarus (...) and we imported it (All the oil we needed) from Azerbaijan and Venezuela, the leader remarked adding that Belarus could repeat such actions.
A dispute between Russia and Belarus over oil price made the latter import oil from Azerbaijan and Venezuela in 2010-2011.

The dialogue experience
José Vicente Rangel clearly said: "We are not conducting negotiations threatened with a gun in the head." He warned behind closed doors in the midst of the social upheaval occurred during the oil strike in 2002 and 2003. Dissenting Timoteo Zambrano answered back that no other option was available: "The thing is that otherwise, you do not negotiate."
