The head of the parliamentarian group of opposition Acción Democrática party, Edgar Zambrano, claimed on Tuesday that the proposal made by Venezuelan President Hugo Chávez shortly after his reelection on October 7 to deal with the release of political prisoners and the comeback of exiles "is frozen" because of his deteriorated health condition.
"Undoubtedly the situation resulting from the serious health condition of the Venezuelan president has partly frozen the outcome of the proposal made by the Executive Office to hold talks," Zambrano told news TV channel Globovisión during an interview.
Precisely for this reason, he is pursuing meetings with other government authorities, including the president of the Supreme Tribunal of Justice (TSJ) Luisa Estella Morales; People's Ombudsman Gabriela Ramírez and Attorney General Luisa Ortega Díaz, in order to hand the reports over to them and get a decision.

The dialogue experience
José Vicente Rangel clearly said: "We are not conducting negotiations threatened with a gun in the head." He warned behind closed doors in the midst of the social upheaval occurred during the oil strike in 2002 and 2003. Dissenting Timoteo Zambrano answered back that no other option was available: "The thing is that otherwise, you do not negotiate."
