Capriles: If Chávez is doing well, he must show up and give explanations

If Venezuelan President Hugo Chávez is in such a good health condition to sign an Act, then "I urge him to show up and speak to Venezuela and reveal what is going on with the Government, because it seems we do not have one," said reelected Miranda state governor Henrique Capriles Radonski during his inauguration speech. Reference was made to the decree appointing Elías Jaua as foreign minister, which was signed by Chávez.

Capriles Radonski stated that Jaua, who was his runner-up in the gubernatorial election held last December 16, was appointed as foreign minister as a reward for his defeat. "This demonstrates the relevance of the circumstances and means that we did the right thing."

Addressing local citizens, he said, "We are here for the sake of all."
